If by "devolution" we mean things like IQ suppression (which inbreeding certainly does), increasing frequency of facial asymmetry (which is a proxy for other types of physical malaise), etc., then something SEEMS to be going on.
I do wonder if part of the recent murder rate increase in the US (after a two-decade downward tend) is due to the new generation of ghetto teens simply being less-evolved, and having poorer impulse control because they are disproportionately descended from violent criminals/gangbangers.
It's not just a matter of being stupider (though they seem to be stupider), but of really basic stuff like lacking a conception of cause-and-effect. Look at how they act when they get arrested - there is no causal continuity for them. They only exist in the present moment.

I'm aware of those studies, but they don't explain much, since environmental lead was a serious problem in places like Japan, Hong Kong, and South Korea, too.
Yet, we don't see (and we never saw) the kind of violent crime rates over there which we have seen in the US.
Furthermore, we DO see those kinds of crime rates in low-development regions of Africa, which have not dealt with environmental lead at all.

It sounds more like a result of Confucianism vs. the toxic culture of the southern baptist/hiphop community. Even if they were adulterated by lead in the past, Asians traditionally have strong communities and coherent family units, not to mention a much higher quality of life and GPP on average. Masses of dindus don't have any of these things, and even those who are separated from critically dense nog-nodes like Chicongo are under the sway of the cultural current just as much as Asian-American expats are.

You wouldn't need to change much; you'd just need to increase the proportion of each generation which descends from a certain slice of the population - in this case, the gangbangers rather than the "cornballs" who are more likely to leave the ghetto.
Combined with inbreeding, you can have a pretty big shift in population dynamics rather quickly. It's not that you'd have a NEW genome (via mutations), but rather, certain genomic traits which already existed would become a lot more prevalent.

Logically in the long term shouldn't natural selection be making niggers smarter and less criminal?
