Yes. Police officers don't just stop crime, they also serve as leaders and managers when necessary. When traffic lights go out somebody needs to direct the traffic, and that person needs to have the authority to command others. That authority is backed by the thread of violence.

The primary function of police is to prevent crime, not cleanup.
Not nearly as much which is why cops tend to gravitate towards building a status quo.
