FYI for other people (not OP) in this thread: housing bubbles are what happen when federal interest rates are kept too low for too long. They were 1% during Bush and 0% during Obama.

I agree with what you are saying, but the main bubble is in "detached" houses, which are single family dwellings. I would assume places with sing family homes on lakefront or beachfront property are driving up the average prices the best, and there definitely is scarcity there.

Regardless of these laws, banks aren't required to give out loans they believe can't be payed back. Trying to blame government for a massive failure of the free market in this situation is extreme desperation.

that's pretty much what happened in the US though
no idea what's causing the bubble in canada (china it sounds like) but in the US, the government pushed subprime lending really hard
banks sell subprime mortgage to fannie mae and freddie mac, which people assume are guaranteed by the feds
fannie mae and freddie mac package mortgages into marketable securities
banks and other institutional investors purchase them
bubble collapses, poor default, and mortgages and mortgage backed securities become worth a lot less because house prices are falling
it was partially so-called greed as well as government policies that caused it
without banks being greedy, it might never have happened but the government made it much worse by pushing subprime lending
