The contest always suffered a bit from nepotism but it go out of control once the ex cccp republics started participating. In 2008 the year Russia won, the voting for friends got that much out of control that the British commentator who commentated it for over 30 years resigned.
As a reaction the dual system of judges and public votes was introduced as in a lot of 2nd world countries only juries distributed the points (to their neighbors) whereas in 1st world countries only public votes were counted to derive the score. The contest is still rigged in favor of Russia as Russians are a significant part of the population in all 2nd world countries and are also much more present in 1st world countries than vice versa.
Though the contests is fun to watch as it reflects current foreign relations. Compare the votings of pre 2008 to now. After fucking up Georgia and Ukraine sympathy and trust in Russia has been greatly reduced. Even among former allies.
