A percentage of homeless will never improve, this is true.
But without housing and a buck in their pocket they turn from homeless into petty criminals. The cost of crime might be less than giving them shelter and food.
Further, in America, you don't have the same social security nets we do. This means a lot of the homeless /aren't/ useless drug addicts, they're just fucked out of a job or hounded by alimony whores. These are people that actually want back into life but can't get footing.
These are people you can actually help and then generate revenue from, rather than having their lives be an increasing cost on society.
Everything is a cost/benefit analysis. It's shortsighted to claim not helping people is automatically better. Policing and crime costs the public as well. Locking people up costs the public. Keeping homeless people harmless is an investment that may be a good economic one.
