In order to feel normal, you must consume some baseline level of the substance in question. That's pretty much the full definition of a mental crutch with respect to drug usage. It happens with caffeine once you acclimate to it. Nicotine in tobacco is the same way. People get used to it and it no longer does anything for them other than to make them feel normal. It loses the edge and eventually just becomes an empty habit.
Something can also be a mental crutch whenever you use it as a coping mechanism or a means to enhance your experience. For instance, a lot of stoners think that they don't enjoy life as much when they aren't high.
It isn't necessarily restricted to drugs either. Generally anything that can become a all-consuming habit qualifies as a mental crutch.
