my uncle was Nationalratsabgeordneter of ÖVP back then... idk more than 15 years ago. he told me 2 things:
1. nobody wants to sit in there to listen to other peoples crap, so they either spend a lot of time on lunch break or don't show up at all.
2. if there are "important" polls all members of a party look at one or two of them and just do as they do. not like they know what they are voting for or anything.
and I doubt that much changed since then
