I have had encounters with police and toking up probably like 5 times now, no charges at all, most of the time they don't even confiscate my pipe. The stories of guys going to jail and shit are usually because they drive while high, which the majority of our population does not support.
Marijuana is de facto legal here for the past 5-10 years or so. Major cities like vancouver, toronto, edmonton, and calgary do not prosecute weed offenses unless you are driving.

This would have greatly affected the public perception of the relationship between Russia and a western country. The US would have had to give us permission to respond to that. They can't allow Russia to become "the good guys" helping helpless Canada.
We didn't need extra planes though. The fire was too large and there wasn't enough water nearby. It got water bombed a bit when and where it mattered to reduce its impact a bit, but overall there was no stopping this.

The one way countries can start legalizing weed is if the kingpin who holds all the clout in those international treaties legalizes it. Then those stipulations of those treaties simply won't be enforced anymore, because it's the US that enforces them anyway.
