It's when you do what the military says because they have a lot of guns. Laws on the books be damned, they have guns and itchy trigger fingers here now.
It's not really effective here in the states because the civilian population has more guns than the military. However the few times martial law ever gets invoked here in the states is due to natural disasters to keep looting in check (ie, keep the niggers from chimping out). In that scenario, martial law works because both the red blooded 2nd amendment loving American citizens and the military have the same goal of keeping niggers in check.
