1. Being from theatre plays where they needed big-dick props if they wanted to make a dick-joke skit where the audience can actually see the prop (some performances, like the tragic play performances during Dionysia had audiences over 11,000, hence why actors wore large masks that portray the character's main essential altitude throughout the play).
2. The idea of a 2 foot + dick was just naturally funny to them because of the unrealistic multitude of it.
There's no clear evidence or inferences that implied they would scoff at someone with a 8 or 9 inch dick and think that they were disgusting or uncivilized as this meme implies they did.
