As is, in Canada, reserve* natives live in this weird limbo of half development; prefab houses but no safe drinking water.
It's a shit situation that's bad for natives and bad for Canada.
There's no way current reserves could be made to satisfy even UN basic requirements for living, as "progressive" as we are, that's a huge investment for little return.
Instead, let the natives who want to integrate do so, and allow the others to live nomadically.
