I answer that, Human government is derived from the Divine government, and should imitate it. Yes it should:
1) it is old as humanity
2) women are free to monetize a harmless activity with their body if they want
3) it decreases the imbalance on the sex market (men should have the occasion to empty their nuts without betting money)
4) it provides more safety for the prostitutes and their clients

However states should be very harsh to enforce hygiene norms and continue to fight human trafficking networks.

In the middle ages prostitution was allowed on the grounds that it prevented a greater evil, but pornography was banned.

prostitution can satisfy sexual desire, pornography only frustrates it.
Pornography attacks the eyes more and leads to weird perversions far quicker.
