Probably because agnosticism and atheism are identical positions. If you don't know then you don't believe. Conversely, no atheism would claim to know that God doesn't exist. Agnostics are just atheists that are ashamed of their view, probably due to indoctrination. They think the word agnostic sounds nicer and will make them more friends.
