The role of a monarch in a parliamentary monarchy is pretty much the same as the president in a parliamentary republic. They can open and dissolve the parliament and form the government (ie choose which party has the right to define the prime minister) depending on which party or coalition holds the majority.

Maranhão got a request from the pro-Dilma attorney general, Cardozo, to annul the impeachment motion in the lower house using the excuse of "procedural flaws." Maranhão accepted the request and now the lower house vote has been invalidated before it enters the upper house for a vote. The president of the upper house, Calheiros, ignored the annulment and said the upper house will vote on the impeachment anyways.
Questions:
If the impeachment motion is approved by the upper house, is it still legally binding considering the motion was annulled in the lower house? Or is the upper house vote only valid if the lower house's previous vote was valid at the time the upper house vote took place?

It needs both, but with over 2/3 of the congress being in favor, one person alone can't change much.

Both houses are legitimate, but it will always go to the supreme court.

Maranhão doesn't have support in the congress like Cunha, so it wouldn't be needed. It's unlikely the supreme court would remove him.

It will end there regardless of senate decision (and the president of the senate chose to ignore it), and I'd say it's likely that they'd overturn it. The Court policy has been of not interference so far beyond establishing the rite.
