If you are, or know a pilot, they will sometimes take you along for the cost of fuel. A charter will be split up among those flying. Like chartering a tour bus, more costs more.
Corporate jets make up the bulk of the air traffic and they write that shit off, but you have to get the company to pay for it.
I mean, you can't just go to a small airport and start asking around if any pilots are flying to where you want to go ... you'll get tossed on your ass. But if you know anyone who works for a fixed base operator, you are in good shape. They are basically gas pumpers and weather briefers.
Look online at aviation forums. Sometimes they list flight shares and charters.
