It makes perfect sense in coordinating attacks in urbanized areas. Rifles are great for open fields, that's not how a guerilla war would look like in Britain though. We'd only need shotguns because 90% of attacks would be targeted in urban areas and would rely on shock tactics. Shotguns are perfect for the job.
