The operation to take Khan Tuman from what I'm reading was relatively big Iranian news said at least 3000 rebels so it was really around 2000 up to 3000 rebels that took part.
If the government forces don't counter attack soon the rebels will gain a lot of moment from this I mean it's been a shit week for the government forces don't forgot the ISIS gains near Palmyra

Check out their air force in wikipedia and you'll begin to have a clue, furthermore, many of the planes listed on the wiki are not flight worthy as they were not properly maintained due to lack of expertise and parts due to the embargo.
Saying that Iran has no actual airforce wouldn't be far from accurate, and what little they do have they'll keep home for defensive purposes.
The recent Iran deal may change things, Iran is looking into buying planes from China.
