I tried to get a job 16 to 18 and wasn't able to because I didn't have a car (I had a license). I couldn't get a car because I needed money to get a car. I lived pretty far in the suburbs, so walking was impossible unless I wanted to spent 40 minutes walking back and forth to the nearest gas station (which didn't hire me anyway).
I did make about 40-50 bucks a month mowing lawns in the summer though. That amount of money wasn't impossible to come by.

I'm Australian, so were pretty lenient. If you are a wog (Lebanese, Greek, Italian, Spanish etc) you're pretty much expected to live at home until you are married or later, often rent free, but their financial obligations to their families are also heavier. Even when they move out and have families, they are expected to look after not only their parents and grandparents, but siblings, cousins etc.
Asians are EXTREMELY lenient and then extremely obligated later. For instance, all my Asian friends were given whatever they wanted/needed (cars, clothes, luxuries like computer games and holidays) under the assumption that they would study very hard and work very hard - Then, later in life, they would take complete care financially and socially of their parents and grandparents.
