Generally more government is a bad idea. I reckon if you set up a very rigid and restricting constitution that values political meritocracy, something good could be done with more government.
The problem with politics is that there is a severely broken meritocracy and a lot of flexibility, which means people can make room for all kinds of nasties that we see in America.

I personally think that people should be allowed to take drugs, but substance abuse should be a very high tier punishment, and there should be additional penalties for people who cause harm to others or themselves as a result. For example, 50 years upgraded to death.
A good fascist government needs to inspire the people to think like they do. It relies on the governments ability to persuade them. Weed probably wouldn't be illegal, but you wouldn't be caught dead smoking it from a social aspect.

The biggest war fought in America is the war on drugs, and it's losing, because the government don't step up and say "Okay, no more movies, tv shows, songs, etc, about smoking weed". It's all they do, in the "free market", is propagandize product; that's the sole reason people are smoking weed. My province has the highest amount of smokers than any other province, so the government stepped in to reduce the numbers by depromoting it, but they're doing fuckall for drugs. They're not banning movies about drugs.
