Haiti grows a lot of rice. They are currently in a drought at the moment, so crops are not producing and farmers are growing enough food to feed only themselves.
Ironically there is enough water for many of the crops, however the government won't repair the irrigation canals that feed the farms. Why? Because the government are importing rice and making money off the imports.

So, what needs to be done is the creation of top soil; and by extension, the solution is to hire a HUGE workforce to perform plantation of regenerative plants on the unusable land.
Stuff that's decent for producing soil but doesn't need it.
