Given the declining global white birth rates I would like social programs to incentivize white children. Obviously, it's illegal to make race-based programs like that, so any initiative would have to apply universally which would defeat the entire point to begin with. I think the national divisions between whites has some merit, but not for colonial nations like yours, mine or Australia. Our divisions are small and superficial, and don't promote a difference so wide that politics doesn't amend it. I'm from rural Washington, but I get along better with white conservative southerners from Alabama than my liberal Seattle counterparts. I think it's possible to achieve through some form of social law. Seems like a lot of blacks are good with segregation anymore, but on their terms. Offer them a geographic area that they can run and gave possession of, promote and influx of white movement consolidated in its own areas, and I think segregation could easily be brought back in a legal way. We have the ability here to strike down and over turn decisions like the civil rights act, and I think the left in its current climate could be manipulated into it.
