What we firstly need is an economic industrial boom.
Once we start actually exporting things apart from oil we'll be in a much better position for everything else.
Once industry kicks off, right wing parties will gain ground as business owners reject the SNP business rates, and we'll have a good financial argument for independence.
Once the playing field is even and centrist again then we can go for independence.

You want to 'gentrify' cities. Edinburgh is already pretty good for this and it has a decent financial sector for that reason. It's sorta happened with Glasgow but not entirely. Aberdeen still needs serious work to become attractive to businesses.
Then incentivise industrialisation of the north. Cut the pollution tax, make land planning easier, build more infrastructure to accomodate and allow transport easily.
If you plan it properly it wouldn't even affect tourism coming for the highlands. Most tourists don't even go that far north for the sights, so you can do what you like with it from Fort William to John O'Groats.
