That's just 1/3. In total it has gone down to below 25% of what it was in the 80s. Whereas in the US it has only dropped about 1/3.

Im not sure why everyone keeps saying FMJ penetrates armor. It will have more penetration in a persons body since it doesn't expand and slow down as fast, but a soft body armor panel will stop a FMJ 9mm, .40 S&W and .45 ACP no problem. Level 3a soft body armor will stop up to .44 magnum if I remember right.
