Well, it's kind of accessible. You have to be clean ( no criminal files ), do all the procedure which is kinda long and annoying the first time because you have to mass your exams ( in total, it took 8 months ). Rifles are blocked in semi, but beside that, you can have access to pretty much all the guns you want.
