The United States government spends about $30,600.00 USD per year per prisoner. I believe that is rather ridiculous. Throwing away a shitton of money at fucking wrongdoers? The idea that inmates should be free from cruel and unusual punishments is ridiculous. They should be malnourished, and be given shitty gulag-like holes for prison cells that can be cheaply built, or mass prisoner housing that crams in hundreds of prisoners. Prisoners are wrongdoers who chose to commit crime and do not deserve mercy. If they do not want to be abuse they can simply make the choice to follow the law. No more then 2000 dollars should be spent per prisoner per year, just enough to pay for food, clothing, and cheap housing. Heck, they could spend a few cents on a bullet and execute them, never having to pay for them again. A life sentence usually costs 1.68 million dollars

The figure I had in mind was more like it's costing $73K per year per prisoner. Expensive. Maybe it was a different prison system in the US or maybe different cost were brought in to consideration.
Society needs to keep tabs on that number and keep aware of the number of prisoners both just the total and also the proportion.

Proposal for constriction of the voting polity before the whole system goes bust like Detroit thereby disenfranchising everybody in togetherness. I say, not that there would be an absolute exclusion based expressly on race or gender no. Something like:
1. You operate your own independent and freestanding business, a farm, ranch or factory or restaurant - one such enterprise, one vote.

2. Veteran of the armed services, 20 years or more even if you just sat in an office building in uniform. Vets discharged due to injuries in service also count but no discount on the 20 years for an injury so you can't get the vote by having your blood shed.
3. Elected by the public to any high office, so then you are a voter.
4. You passed the bar exam, that is like a super-literacy test and we won't be able to stop you from rigging that you are qualified because, you know.
For example. So if your calling is that you live off public assistance and you are not a mil veteran, you are not the decision maker you are a dependent.
Therefore, the answer to your initiative about felons voting. Maybe, under my ideas above, a released felon could be a legal and legitimate independent businessman and qualify; or maybe build qualification as a veteran or pass the bar exam - or be elected to a public office. and THEN vote.
I consider this constitutional, there would be disproportional effects on different groups and that is unavoidable with any policy.
