A fascist state doesn't necessarily have to be controlled by a dictator, but yes, one of the main points of fascism is control. Not directly controlling the lives of people, as the given definition would lead you to believe, but controlling the culture and society of a nation.
In fascism, the state allows a free-market, as long as there aren't any products, services, etc. that endanger the stability of the state, society, or it's people (ex. pornography was banned in both Italy and Germany during the 30s and 40s). Fascism is very society-centric, unlike communism which is very state-centric. Sure, censorship is rampant for the protection of the people and the state, but it isn't forcing you to do work like communism. It isn't forcefully brainwashing you to believe state doctrine, nothing is really stopping you from leaving.
Fascism gave people the unity and reason to work together to break free of the worldwide recession of the 30s. It's been shown to actually work (in the short-term).
Whatever, lefties will continue to say fascism is le ebil nadsis boogeyman for the rest of history.

Objectively speaking the best ideology is Classical Liberalism which is what the USA, the most successful country in the world, was founded and built on. Combine that with taking away women's right to vote (because they haven't earned that right and almost always vote for more government/security) and restricting who can come into the country (only men of good character) and you have your ideal society.
