Most of the cameras are actually dummy casings to make the customer and associates believe they're being watched. Many aren't actually hooked up in most stores. Mostly just ones in high traffic areas.
You are right, quite often they are used to check associates though since there is a high rate of theft among newer employees. But they are also used to cover the companies ass in lawsuits and for the occasional customer that gets caught shoplifting.
Sadly they aren't used very much for customers theft because there is little employees can actually do to stop a customer from walking out the door with merchandise due to difficult regulations.
It's only compounded even worse from the globalization of the company where there are a broad set of rules to cover every store to fit within varying countries laws. The only stopping most people that want to steal from doing so is fear and being unaware of what they can get away with.

We have a bunch of fair trade organic non-GMO sustainably grown...you get the picture, but as far as "brands" go, it's really just Lindt unless you want trash that's going to make your gums itchy and swollen with inflammatory additives. Milcha was alright but overrated. I don't know how to get other European brands here. It was a nightmare just to smuggle a Kinder Egg from Frankfurt to Houston.
