Central America is much worse for the most part. Mexico has some infrastructure and a strong manufacturing sector. Also agriculture and tourism is thriving, not to mention narcotics trafficking. So they have some strong industries, unlike Honduras and Nicaragua.
They also get billions a year from remittances from the USA and a pretty sweet trade deal with us.
Despite all that it's still poor and has a pretty awful government. Education is appalling hence the >Mexican intellectuals meme.
