The countries aren't entirely under ChiCom sway yet, it's a work in progress. They come in with business propositions (we've seen this), then they'll claim they need to establish areas of sovereign Chinese soil to build embassies and diplomatic areas for all their expat citizens. Then they'll extend their own laws (by fiat of having said sovereign land) and essentially overrule whatever form of rule exists at the time. It'll work because:
A) They'll face no real political resistance due to these countries' own governments being absolute shit at enforcing their own standards, and
B) They're too profitable in the short term to argue with, and short term is the only way these people think
Next they'll set up money exchanges for the yuan, maybe even offer a reduced exchange rate for whatever bullshit currency passes in these countries. Eventually they'll supplant what the local economy with their own. Ta da! You now have a Chinese "colony".
