You should ask him to explain his reasoning.
Ask him how he came to know he was a woman.
Most of the times it's something really unsubstantial like "I like pink" or "I like women's clothes" or "I have a meek personality" as if that had anything to do with the biology of female sexuality.
The worst thing you can do is enable him and allow him to take dangerous drugs with serious life-long side effects. You have to tell him that you support him and want him to be happy, and that it's ok to wear whatever clothing he wants, but that he is a man and will always be one.
More than anything else he's probably just really depressed and sees transitioning as a life reset button of sorts. That works for a very brief period of time, but then the ennui sets in again because it does nothing to address fundamental issues of self-esteem and sexual worth.

Some trans people can be extremely reasonable and realistic about what's going on. If your friend just realized the truth of things and actually wants to transition and live a normal life, then there shouldn't be a huge issue.
