It doesn't really need protecting. It just needs some decent surveillance. It is going to take an estimated 4 years to build and I imagine construction wouldn't actually begin to late 2017 or early 2018. So by 2021-2022, I am sure technology could be developed to monitor a monolithic wall, something like satellite imagery.
