In a way, yes. Memes are basically a snazzied up version of PSYOPs and propaganda. The difference is that people want to spread memes with their own free will because they feel like it's an inside joke with their online buddies.

If you look around in online communites, you will see the candidate memes have spread far and wide. They have penetrated almost every active online community.

Even if you hate Trump, seeing his memes everywhere will constantly keep reminding you that he's winning and he's going to make America great again. Even if you hate his ideas, your thoughts will be affected from the constant bombardment of memes.
