From my point of view, their reasoning might have been related to the lack of proper institutions within the Palestinians compared to how well all the terrorist organizations were structure around it. Under such circumstances Israel, or even the UN itself, could have held a sovereign Palestinian government accountable. As things stand they can just claim that the terrorists do not represent the Palestinians as a whole.

If anything, comparing Cisjordania to Gaza today would reinforce this view given how bold they have been about statehood and their relative success, at least they got a significant amount of support worldwide.
