Section 8.
Education
The Government shall ensure that:

Schools, from the primary level upwards, will introduce courses encouraging students to accept diversity and promoting a climate of tolerance as regards the qualities and cultures of others.

Juveniles convicted of committing crimes listed in paragraph (a) will be required to undergo a rehabilitation programme designed to instill in them a culture of tolerance.

They then make this a criminal offence in section 7 (a) (iii), and state in section 7 (b):

So, it's a criminal offence to ridicule a group now. And if a child does it, then they will be sent to a re-education camp.

So as far as i can tell it hasn't been actually made into law yet. Just "proposed", and even if it is adopted it will just be a guideline which the countries have no legal obligation to uphold.

Only very few countries opt-out of EU legislation, and usually only very controversial bits that were heavily publicised. There are likely consequences for countries that do this in the political backrooms.
