The only way to create low-education, high-paying manufacturing jobs again in America is by either annulling all trade deals and imposing massive tariffs on imported goods until producers realize building factories in America and hiring American workers is cheaper than importing them, OR flattening the rest of the developed world's manufacturing sectors and killing most of their male, working-age population, as was the state of the world, except America, after WWII.
Anything else is temporary and subject to changes in the global market. Either we cut ourselves off from the rest of the world's production power, destroy it, or don't bother competing with them in industries that naturally favor a generally uneducated, easily exploitable workforce.
