In an ethnically and culturally homogeneous society, anyone would be comfortable bridging the "neighbor gap" and asking, even if it's rudely, to turn down the music. When the cultural fibers of a community are broken down through diversity, that "neighbor gap" grows to a "race gap" or even a language gap. When you deal with people who are of a different cultural group (slavs versus Irish for example) or race, you start dealing with variables that simply aren't worth the trouble of being polite. Why risk being attacked for asking for the music to be turned down? What kind of person blares music at 3 AM about killing cops and fucking hoes?
