You don't have to vote for 3. Just vote for the 2 confirmed. You could also try to look and see if any will vote for "the local winner" in the district popular vote. That might be the best 3rd pick, however, they are all technically unbound, so they could end up picking someone different.

Unfortunately it seems that there are only 3 delegates running in the 14th district, so you don't really have any choice.

I think its better off spending your three votes to offset votes spent on delegates pledged to cruz.
Surely your CD has delegates that say they will vote the majority through all ballots. In the absence of clear Trump support, vote for them. The strategy is to offset votes made for Cruz delegates and vote THEM out as much as voting FOR Trump.
