A huge portion of that "pork and waste" goes to the "defense" budget which is just a massive jobs program. Something like 2/3rd of all congressional districts have jobs tied to the military, so congress never wants to cut any of it for fear of voter reprisals. If we cut coporate welfare, cut the military budget in half, and raised taxes, we could fund all sorts of social benefit programs.
There's nothing inherently incompetent about the governemnt. We in the past had the best educational system in the world. I would argue that common law traditions of property are what keeps real change from occurring. We aren't even that different from the feudal system that didn't even exist here. But I don't think Capitalism in principle has failed.
Capitalism is still the best way we have to disseminate goods widely and efficiently. It's great at making sure everyone has smartphones and cars and dish-washing machines.
We just need to limit capitalism so that it's only used for the things it's the very best for.
As a general rule, capitalism is great for things that are optional. For example, it's perfectly possible to go through life without a smartphone or a car or a dish-washing machine. (If you think those things are essentials, then you're just a pampered pussy.)
And as a general rule, capitalism is horrible for things that are required. For example, having sewer service and water service is pretty much required, otherwise you'll be living in horrible conditions. We're smart enough to have the government run those things, because we know that if we allow for-profit corporations to run them, they will abuse their monopoly power and suck every dime they can from us and use that money to make their executives rich -- and we know from experience that creating a class of ultra-rich monopolistic cronies has never been a benefit to society.
Capitalism works best for things that are optional, because things that are optional have the option to fail. And capitalism works the very best when it's operating under the constant risk of failure. America forgot that, and that's where it fucked up.
