Labor was traditionally the political arm of the union movement. Union membership is down to something like 11-15% of the workforce and so they've moved into super funds to maintain power (compulsory retirement funds).

Because Rudd violently reversed Labor policy to try and salvage the election against the wishes of the majority of the party. Rudd was always known to be an autocrat.

He implemented many of the policies that Liberals planned to once they won the election.

You can't really call copying popular Liberal policy on the eve of an election as a last ditch effort to win back support as genuine Labor policy.
