tl;dr The Government filed for a restraining order/protective order on document releases by the DC Madam because they believed if the full list was released, potential witnesses would get harassed.
Six weeks later, Sibley (DC Madam's lawyer) mails the US Attorney General a letter threatening that rather than distributing a limited list of phone records to a couple big media sources, it will be more widely distributed with all of the records, threatening to do so within five days of the letter.
The judge in the district court interprets this as a threat, and the judge clarifies that they cannot further release or distribute any phone records.
The DC Madam removes him as attorney days before her death, at which point Sibley should have handed this over to the new attorney of record. He also lost his ability to practice law in 2008.
