You could probably get by with a single ZFS server for storage and a couple 10gbe multiport cards (I like Solarflare personally)
So ZFS on Illumos with 64GB RAM, 512GB SSD x2 and 1TB 10k Velociraptors x 5. Configure the SSDs as L2ARC and install an iSCSI target.
All the nodes can either boot from iSCSI for hypervisor flexibility and we'll just run VMs on top of them so we don't need to buy storage for them.
I actually have a lot of this hardware lying around, even have a few servers with 15k drives. If anybody actually gets CNTK or a CuDNN working with /pol/ data I'd be happy to test on actual iron. It's not going to be hyperscale or anything obviously, but it's better than running on a laptop or a single desktop.

I've seen plenty of free host offer 10-20GB web space with PHP per subdomain. One could potentially create the front page on an onion url then link it to the subdomains network and forget about it, this would make it almost completely decentralized.

I work at a tech startup that relies heavily on deep learning/NLP. We got a major client recently, and offloaded a shit-ton of processing to google cloud.
And since I mentioned my profession, I'm taking a look at the Tay code yeah but sadly I'm a little rusty. I'm an engineer not a data scientist. I've done some legit NLP stuff but it was on Mandarin (I don't even know the language kek), so I'm not going to make any promises.

I have some old Teslas and X56xx series Xeons. They are old but still do the job for PoC. We'd need more x86 brute force than anything.....
Something like some older Knight's Corner Xeon Phis. That way we don't have to touch GPU compute and we can avoid getting locked into /g/-tier AMD/Nvidia bickering.
I'd rather not have the OpenCL/CUDA fight for the nth time and in terms of scalability we'd be better off focusing on building a decentralization layer so that /pol/acks can run a client instance of Tay so that nobody can kill her off. I'm sure we could run MPI on top of DHT and make some sort of "proof-of-thought" model to get rid of redundancies and mitigate network issues.

oh fuck forgot to mention I have a few older servers with a fuckload of DDR3 RAM, it's all ECC obviously. Each one has 128GB except for one with 64GB. They'd be good for RDMA but not much else since the Xeons are pretty low spec quads.
A simple 10gbe NIC per node would make for good memory pool servers if nothing else.

we can't use IRC because we need an archive of what is said so we can do research. slack is great for saving and storing. because before we even do code, we need to get caught up in the research.
the maths will be a huge huge problem. if this is going to be a team effort, everyone in the ML side needs linear algebra. other members working in different working-groups (scraping team) don't.
