Qualifications to become a general are pretty low in the SW Universe. Anakin was a General because he happened to be a Jedi at the time. Han got made a general because he could shoot good and they were short on manpower. Lando got made general after betraying Han and Leia then just sorta showing up with them. Leia did fuck-all and was still a general. Jar-Jar was a general, of the entire Gungan army, then went on to become a senator.
