And to properly establish that counter narrative, we have to be able to precisely define what it is we are dealing with.
We've uncovered a lot of information and have a general idea of what it is we are looking at, but we are still missing a lot of the details, this is evident by the fact that we still don't know a lot of where the money gets taken in is actually spent.
Once we have a better idea of what it is we are dealing with, then we will be able to better formulate a plan that will work.
