Since states do not have the power to deport individuals (only federal organizations do), the 5th District's ruling which the split sustained really only applies to the immigrants' status in Texas Law. In particular it says that Texas, who made laws that required giving services (particularly drivers licenses) to all residents not eligible for deportation, do not have to honor those laws with regard to immigrants covered under DAPPA because the 5th District itself does not recognize DAPPA as constitutional. But with respect to all other districts and the nation as a whole, it still holds. So basically all it amounts to is that illegals in Texas can't get drivers licenses.

I'm sure many states filed Amici briefs and this decision was suppose to settle many pending cases in many states, but the case the court heard was United States vs Texas.

If you want to know how drivers license come in, read up about the case in legal blogs. While Texas wanted to invalidate DAPPA, you can't just attack an executive order, you have to have standing. In other words you have to claim that the executive order unconstitutionally infringes upon your rights. As a state, Texas argued that it infringes on their rights by forcing policy changes through round-about ways. (They had laws which gave residents who had certain status certain things and DAPPA reclasifies a huge group of residents, thus forcing Texas, by its own laws, to accomidate them). It was a pretty roundabout attack on DAPPA that in itself is pretty weak (since it's their own laws that they're essentially complaining about), but it's basically just a foot in the door to try and overturn DAPPA. Which could have happened in a 5-4 decision, but with a 4-4 the consequences are far more symbolic than effectual.
