It's clear that this election will be against Hillary Clinton and the entire weight of the Clinton/Democrat machine. Despite her high negative favorability, she also has the Clinton machine, 90's nostalgia, and feminism on her side. What candidates can actually pose a real threat to her? Despite all the memes, Trump has shown himself to be a pretty crafty operator so far, lasting much longer and doing much better than all the experts predicted. He repeats himself and doesn't give enough specifics, but with a vice president like Cruz he'd have a wonkish politician with gravitas to help balance him out. I can't see any other Republican frontrunners winning this thing.

I think it's important to distinguish between degenerate things that should be tolerated but not condoned, and things that should be actively prohibited. Prohibiting everything just leads to widespread disobedience and hurts public morale. Instead of legally proscribing degenerate activities, one can instead create a cultural environment in which they are so socially unacceptable that people will abstain or be private about their misdeeds. Kind of like the way Russia has banned homosexual propaganda but not actual homosexuality.

But not in the way you think.
It will start with small gangs of a few guys, with similar ideology but separated by distance, either physical or social.
Then those groups will merge into larger groups. That is, if the main goal of the group is violence.
Another possibility is a group being hijacked by violent people. Its possible for it to occur to the GI, like it happened to the Falange in Spain.
But what you're thinking of is a large scale group, that can only be greated from the ground up, not from the top of the pyramid. what you would call a grassroots movement.
The small violent groups already exist, they just get little coverage because their actions arent very noticeable -street brawls-, or you do hear about them but they cannot be named or caught, like the burning of mosques and refugee centers.
Eventually, these people will join up.
