The importance of this to Habermas is that it flies in the fast of Liberal (big L, classical Liberal) values that free speech should be afford to all. One of the later insights Habermas developed was that there was seeing a trend in how the control of who can participated the public sphere existed. He anticipated that norms of participation would shift, and that through language, because of communicative technologies, will be the criteria of control/allowance of participation.
