Their line of thinking must be that as the price of ivory raises, people become more reluctant to buy it. I feel like the people buying ivory are pretty well off though, and when a rich man wants something, they're going to get what they want even if they have to pay a poacher to go out and shoot the damn thing and chainsaw off the tusks so his daughter can have some new keys for her piano. This might acutally be cheaper to do, since the market price of ivory is probably pretty lucrative right now and there's lots of stupid people in Africa with guns looking for a quick buck, I'm sure of it.
