I also noticed that the younger male populations in "progressive" countries, on average, have indeed developed a high-pitched voice. With men losing their role in society, there's no necessity for increased testosterone production in order to produce "manly men" who would eventually exert the role of Males in society. Men exerting roles of power and leadership generally have a masculine voice, along with a strong and iconic personality, which increases their popularity, therefore perpetuating their dominant role.
In these same "progressive" societies men are also not rebelling, through violence, against the system they claim to be strongly against. In the past, men would often gather militias and rebel against governments and leaders they deemed as unfit for ruling, either by forcibly imprisoning them, or through public executions.
Nations/regions considered "uncucked" nowadays are also all being ruled by testosterone-fueled men with an iron fist, and those countries are also overwhelmingly xenophobic with a good portion of young men (and women) joining gangs with the main purpose of targeting outsiders, leading to a fearless behaviour, where most of them don't really care about going to jail, so long they successfully deliver a message.
