How do I edit photos to look like pic related? I'm talking specifically about the spotlight-ish effect, megapickles seems to do a lot of stuff similar to this with street photography so I'd assume I don't have to have proper lighting to do this. Lets assume two scenarios, one where I have the raw file and one where I have film scans.

cheapo film compact with flash would be the easiest. here's a shot from a very shit Canon 80u which is similar to what you're going for. film was Superia 200, which emphasizes blues and greens (in my experience)
or on digital shoot straight on flash, and process by smacking one of the VSCO film lightroom presets on it.

So the red is a matter of using selective color to intensify and purify the color - but overall, a direct and hard light source, increasing contrast in the mids and highlights, blocking the darks a bit, increasing contrast and using some kind of film replication filter get the job done.
A mid (not soft, not hard) grain and Kodak Gold 200 are what you see in the bottom image here - as well as two rounds of contrast adjustments and a selective color adjustment layer.
