There's a little more to it but you'll figure it out when you do it. Raising the blacks as well will help.
For this to work properly you'll need scenes with good contrast where your split tone colours already exist. >>2862289 like with this one. The scene was already probably slightly blue, this makes it much easier to enhance that effect in post

Desaturation, lighten the blacks, split toning if necessary
Colored LED strips are an easy way to get the desired lighting in a studio setting, they're like $20 on amazon

You could try. Both the images given are heavy on the blue tones, you could just as easily bring those out in PP though.

low contrast, lower your shadows. see what you like the most.

lower your saturation on the colors you want to get some 'pastel', up your luminosity in the colors you want to get more attention, that's how you'd get that neon on your matte photography.
Or, use some V S C O. I don't like the tones I get with those filters, but I learn how to do this with them. Saw where they change in the photo, saw what I like and what I disliked and get a personal tone for me.
